The decision to invest in tax-exempt or taxable bonds will also be dependent upon relative yields and tax brackets. Let s assume that we are operating in an analog network. Under the standard rules of the analog road, one signaling event represents one bit. For example, a high-amplitude signal represents a one, and a lowamplitude signal represents a zero. But what happens if we want to increase our bit rate One way is to simply signal faster. Unfortunately, the rules of physics limit the degree to which we can do that. In the 1920s, a senior researcher at Bell Laboratories, who has now become something of a legend in the field of communications, came to the realization that the bandwidth of the channel over which the information is being transmitted has a direct bearing on the speed at which signaling can be accomplished across that channel. According to Harry Nyquist, the broader the channel, the faster the signaling rate can be. In fact, put another way, the signaling rate can never be faster than two times the highest frequency that a given channel can accommodate. Unfortunately, the telephone local loop was historically engineered to support the limited bandwidth requirements of voice transmission. The traditional voice network was engineered to deliver 4 KHz of bandwidth to each local loop,2 which means that the fastest signaling rate achievable over a tele-

Our allocation for large cap growth is 20 percent, REITs at 10 percent, and international stocks at 10 percent. You must decide your desired asset allocation and in what asset classes you want to focus. Your allocation will be a function of your risk/return profile how much risk you can stomach when it comes to volatility and potential losses in your stock allocation. Your risk/return profile should also be a function of where you are in your financial life cycle. As you approach retirement, you may want to lower your stock exposure and increase your bond allocation. We always want to have some exposure to the stock market, but depending on our market perceptions, we reserve the right to increase or reduce that exposure. Sound like market timing here As an example, when 9/11 occurred and anthrax scares dominated the news, a terrorist seemed to be lurking in every shadow. In response, we reduced the percentage of our assets allocated to the stock market and shifted into cash. With the ensuing U.S. offensive and its success in Afghanistan, international and stock market opinion turned positive. However, rumors of accounting scandals and trouble at Enron began to surface. WorldCom and Adelphia fiascos soon followed. At the end of 2002, the concern that other corporate governance debacles may be simmering, along with the threat of war with Iraq kept many investors underweighted in equities.

One way in which this was done was through the use of load coils. Load coils are electrical traps that tune the local loop to a particular frequency range, only allowing certain frequencies to be carried. This created a problem later for digital technologies, as we will discuss.
